No sighting is not the same as cancellation
A tour can operate safely, search the expected area and return without finding whales. That is different from an operator cancelling before departure because of marine conditions.
Refund, partial refund, rebooking and no-compensation policies can therefore differ.
Questions to ask before payment
Look for a written wildlife policy, what counts as a completed tour and whether a repeat offer has time or capacity limits. Do not rely on a comment about another operator.

Protect the itinerary
Book early enough to retain another suitable day, but do not assume the operator can move the booking. Keep the second day free only when the terms and schedule make a repeat realistic.
Choose the experience honestly
If the trip would feel worthless without an orca sighting, recognise that the product cannot remove that risk. The coastal journey, Arctic light and interpretation should have some value on their own.
